Description
Multnomah County’s Homeless Services Department seeks one or more technical assistance providers for its 2027 Point in Time Count. Providers may propose for any or all of six areas: project planning and management; community engagement; data collection methodology; data collection logistics; data management and analysis; and public engagement. Work includes coordinating partners and volunteers, administering surveys, selecting and supporting a data collection tool, producing respondent-level datasets and HUD-required tabulations, preparing a short report, and supporting communications and data requests. The count is scheduled for the last 10 days of January 2027. The total project budget is capped at $120,000, including survey-tool and incentive-item costs, and may be divided among multiple selected providers. Proposals must address the provider’s areas of interest, approach and staffing, relevant experience, recommended improvements, culturally responsive and inclusive implementation, and proposed budget. The response is limited to seven pages, excluding key staff resumes and optional sample work products. Submit electronically through Multco MarketPlace; the sourcing event also requires completion of its company certification and proposal-response questions. The County may conduct a second-stage best-and-final-offer process.
