Description
Portland Public Schools seeks proposals from firms to join a Flexible Services Contractor Pool for as-needed electrical work. Services may include high- and low-voltage electrical installation, demolition, modifications, troubleshooting, inspection and testing, receptacle and lighting repair, breaker and grounding work, temporary power, controls and sensor wiring, low-voltage cabling, commissioning assistance, and related work such as excavation, concrete, wall repair, and penetration sealing. Emergency response may be required at any hour, including weekends and holidays. Work will be authorized through individual time-and-materials work authorizations, generally for projects between $5,000 and $100,000; pool appointment does not guarantee work. Contractors may subcontract as necessary, but the proposer must serve as prime and remain responsible for all obligations. Proposals must include a one-page cover letter, the completed and signed Proposer Certifications and Representations form, a completed Reference Sheet, hourly labor rates, and responses addressing licenses and certifications, experience and qualifications, approach and capacity, related projects and references, and workforce equity practices. The proposal is limited to 10 pages, excluding reports, resumes, and similar attachments. Oregon Construction Contractors Board licensure and a current Oregon Lead-Based Paint Renovation License are required at proposal time, along with copies of licenses and certification, proof of bonding capability, and proof of insurance. The pool contract term is three years. Selected contractors will need to provide performance and payment bonds for each work authorization awarded.
