Description
Prosper Portland seeks a consultant to conduct community and business engagement to understand the needs, challenges, growth opportunities, and displacement risks of businesses and commercial property owners in the Cully TIF District. The work includes a representative small-business survey across retail, service, industrial, and home-based businesses; follow-up engagement with businesses facing displacement risks or growth barriers; and interviews with commercial property owners about leasing, cash flow, reinvestment, and redevelopment. Deliverables include monthly reporting and a final report summarizing the methodology, stakeholder feedback, differences across business sectors, and recommendations aligned with district goals for business retention, return, expansion, stabilization, and cultural asset support. Proposals must include experience and capabilities, community connections and local knowledge, project approach, business equity practices, and a fee proposal. The proposal is limited to 3,000 words, excluding the title page, cover letter, and pricing information. The contract has an initial six-month term, with a final completion date by July 30, 2027; the stated contract budget is $25,000–$50,000.
