Description
The City of Portland’s Housing Bureau seeks a consultant to evaluate campus-scale energy and water conservation, generation, storage, reuse, and distribution strategies for the planned redevelopment of Ellington Apartments. The work includes site investigation, establishing energy and water baselines, assessing technical and implementation feasibility, and analyzing costs, savings, payback, incentives, resilience, resident impacts, and redevelopment phasing. The study should focus on shared campus systems rather than detailed design for individual buildings and should recommend an integrated approach that supports long-term housing affordability. The principal deliverable is a cohesive report with an executive summary, methodology and assumptions, baseline conditions, strategies considered, feasibility findings, cost ranges, projected savings and payback, funding considerations, and prioritized recommendations. Supporting analyses and graphics should be incorporated into or cross-referenced from the report. The consultant will also attend an on-site kickoff, participate in weekly or biweekly progress meetings, and submit draft and final reports. The proposal is limited to 12 pages, with a separate subconsultant participation form required. Cost information is requested only from the selected proposer after the notice of intent to negotiate and award.
