Description
The Children's Services Council of Leon County seeks qualified vendors to provide summer 2027 out-of-school-time programs for youth in grades K–8, prioritizing residents of specified target ZIP codes. Programs must provide at least 34 days of direct services between June 7 and July 23, 2027, for at least eight hours per service day, and serve at least 90% of the contracted participant count by June 21. Services must include structured enrichment and experiential learning, youth resiliency and character development activities, community partnerships, parent engagement, and two meals daily through the Summer BreakSpot program. Vendors must provide safe program sites, meet staffing and youth-to-adult ratio requirements, and collect and report participant, attendance, assessment, and outcome data. Proposals must include a detailed program design and staffing plan, organizational and financial capacity documentation, financial controls, data collection and quality-assurance procedures, relevant performance information, and a completed budget template. The maximum request is $1,925 per unduplicated participant; funding is cost-reimbursement, and administrative expenses may not exceed 14% of the request. Only eligible nonprofit entities may apply, directly or through a fiscal sponsor. Responsive vendors must participate in a mandatory in-person interview and presentation.
