This Solicitation does not include repairs or maintenance of Siemens Building Automation Systems without a replacement or modifications. Description
Multnomah County seeks contractors to provide building automation system repairs and maintenance on an as-needed basis. The scope includes preventive maintenance, troubleshooting, system assessments, software updates, technical support, and emergency response, including a two-hour emergency phone response and an on-site response within four hours. Proposals must address experience with BAS services, technician qualifications, service approach, customer service, training, warranties, sample-project pricing, and responsible business practices. The solicitation excludes Siemens BAS repairs or maintenance unless replacement or modifications are involved, and excludes capital projects involving new BAS installation. The County intends to award multiple contracts, with work compensated on an hourly, time-and-materials basis; the contract term is five years with one optional five-year renewal. The sample project describes migration from a legacy Siemens system to a new BAS, including demolition, BACnet controls, sensors, a web-based management platform, commissioning, and on-site training. This sample is provided for proposal pricing and does not override the stated exclusion of capital projects involving new system installation.
