Description
Brevard County seeks qualified firms or individuals to prepare, submit, and provide follow-up support for the HOME Consortium Five-Year Consolidated Plan, including the First-Year Annual Action Plan, and the Affirmatively Furthering Fair Housing Plan. The work includes data gathering and analysis, needs and market assessments, strategic planning, community engagement, citizen participation, public-hearing support, maps, charts, tables, graphics, coordination with consortium partners, HUD eCon Planning Suite and IDIS submissions, and responses to HUD review comments. The final Consolidated Plan submission is due to HUD by August 1, 2027. The consortium includes Brevard County and the cities of Cocoa, Melbourne, Palm Bay, and Titusville. The selected consultant must attend two required public hearings, meet with consortium representatives at least weekly, and provide technical and professional support through the HUD review period. The solicitation states a one-year contract term from execution, permits subcontractors with County approval, and requires a detailed technical proposal, pricing, references, and specified affidavits and certifications.
