Description
The Colorado State Land Board is seeking development teams to take full responsibility for planning, exploration, permitting, financing, and development of geothermal projects, including electrical generation facilities, on 11 state-trust-land parcels totaling 6,597.16 acres across five Colorado counties. Applicants may pursue conventional, enhanced geothermal, direct-use, or other geothermal technologies and must submit one proposal per parcel. Proposals must address the project summary, financial bid, applicant experience, financing and capitalization, project timeline, development footprint and stewardship, community engagement, water plan, facility design and surface impacts, litigation, ability to conduct business in Colorado, approval of the form lease, and any additional information. The solicitation requires completion of the Financial Bid Sheet and submission of supporting financial evidence, project pro forma, organizational and technical narratives, a current Colorado Certificate of Good Standing, and certifications or disclosures addressing litigation and acceptance of the standard lease terms. Financial bids must address phase-specific rent, bonuses, royalties, estimated power pricing, and other revenue. The selected applicant will execute a geothermal lease and pay a 2% bidder's fee based on the first year's exploration rent and any exploration bonus.
