Description
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and Kentucky Energy and Environment Cabinet’s Division of Oil and Gas, is soliciting proposals for the KASTOW Ohio County #004 package. The selected contractor must plug and abandon 41 orphan oil and gas wells using a service rig and steel tubing, remove wellhead equipment and associated aboveground flowlines and production infrastructure, and address downhole obstructions and cement-plug requirements under the provided plugging plan. The scope also includes access-road and wellsite preparation, gas and TENORM monitoring, contaminated-soil and tank-material handling, disposal documentation, erosion and sedimentation controls, grading, seeding, drainage, and final reclamation. Proposals are evaluated on cost, personnel experience, project history, committed equipment, work plan completeness, and past performance with the Division of Oil and Gas. The contractor must complete plugging within 180 days of contract award, maintain permanent vegetative cover and effective drainage for one year before final acceptance, comply with Davis-Bacon and Build America, Buy America requirements, and provide required weekly reports and closeout documentation.
