INVITATION TO BID TRUCKEE MEADOWS WATER AUTHORITY Pagni 2 Well and Zolezzi 3 Well Construction and Testing PUBLIC WORKS CONTRACT NO. PWP #WA-2026-531 PROJECT SCOPE: Truckee Meadows Water Authority (TMWA) is accepting sealed bids for all labor, materials, equipment, and incidentals required to drill, construct, develop, and test pump two (2) production wells via the dual-tube air flooded reverse drilling method employing concentric dual-wall drill pipe. The wells will be constructed of stainless-steel casing and screen, glass beads, and range from 10 inches I.D. to 14 inches I.D. and 250 ft. to 530 ft. in depth. The wells will be drilled within 100 ft of existing production wells that will not be operational during drilling but must be preserved for future use. PRE-BID CONFERENCE:An optional pre-bid conference and site visit will be held on September 23, 2026, at 9:00 a.m. 300 feet west of the corner of US 395 S. and Pagni Lane, Washoe County, NV. PLANS, SPECIFICATIONS, AND BID SUBMITTAL: Copies of Bidding Documents consisting of the contract documents, specifications, and drawings may be obtained at Truckee Meadows Water Authority Procurement Services - Truckee Meadows Water Authority (tmwa.com). Sealed bids must be submitted electronically via the online bidding system (NGEM). Bids must be RECEIVED NOT LATER THAN 2:00 P.M. on October 6, 2026. Bids received after the date and time set for receipt will be REJECTED. Facsimile and Hard Copy Bids will NOT be accepted. BID OPENING: There will not be a public bid opening as bids are opened electronically. Bid results and the bid tabulation will be posted on NGEM and bidders will be notified electronically of the results. Description
Truckee Meadows Water Authority is soliciting a public works contractor to provide all labor, materials, equipment, and incidentals required to drill, construct, develop, and test two production wells using the dual-tube air-flooded reverse-drilling method with concentric dual-wall drill pipe. The wells will use stainless-steel casing and screens, glass beads, and will range from 10-inch to 14-inch inside diameters and 250 to 530 feet in depth. The wells must be drilled within 100 feet of existing production wells, which will be nonoperational during drilling and must be preserved for future use. The project is classified as horizontal construction, and the engineer’s estimate is $1,710,000 to $2,090,000. Bids must be submitted electronically through NGEM, with partial bids not accepted. The bid must include all required responses and attachments, be digitally signed on the Response Submission Tab, and receive an electronic submission confirmation.
