Description
The Commonwealth of Kentucky is soliciting proposals for the Methane Emissions Reduction Program package covering seven marginally producing oil and gas wells in Lawrence and Magoffin Counties. The work includes well plugging and abandonment using a service rig and steel tubing, removal of wellheads, flowlines, separators, tanks, and other aboveground production equipment, contaminated-soil and TENORM handling, access-road work, and site remediation. The contractor must reclaim each wellsite and access road using erosion and sedimentation controls, grading, drainage improvements, seeding, and other best management practices. Sites must maintain permanent vegetative cover and effective drainage for one year before final acceptance and payment. Proposals must include a signed solicitation face, signed latest addendum if applicable, combined technical and cost proposal, required affidavit, transmittal letter, Kentucky tax registration application, foreign-entity certificate of authority if applicable, official cost proposal bidder response form, experience, project history, committed equipment list, proposed work plan, past performance, Davis-Bacon compliance description, and subcontractor identification information. A 5% bid guarantee is required, and the successful contractor must furnish 100% performance and payment bonds.
