Description
The Pennsylvania Department of Environmental Protection is soliciting construction services for the Beulah Road abandoned mine reclamation project in Wilkins Township, Allegheny County. The work is intended to collect mine drainage affecting residences along Lucia Drive and convey it away from the properties. Major work includes erosion and sediment pollution control, clearing and grubbing, approximately 2,575 cubic yards of trench excavation, installation of eight-inch perforated and solid PVC subsurface drains, coarse aggregate, a precast concrete inlet and manhole, a 3,150-square-foot segmented retaining wall with geogrid reinforcement, replacement of approximately 250 square yards of concrete patio, and site restoration including seeding, topsoil, and miscellaneous restoration of disturbed property features. The estimated project amount is $1 million to $5 million, with a 180-calendar-day performance period. The successful contractor must comply with federal Davis-Bacon wage requirements and Build America, Buy America requirements, and must submit a Worker Protection and Investment Certification Form. The bid requires a bid bond, electronic submission through Bid Express, and compliance with 9% Small Diverse Business and 3% Veteran Business Enterprise participation goals or the applicable good-faith-efforts waiver documentation. Attendance at the October 28, 2026, virtual pre-bid meeting is mandatory.
