Cobb County Department of Transportation is planning a best-value, design-build procurement for Phase II of the Chattahoochee River Trail. The project includes a 10- to 17-foot shared-use path for pedestrians and bicycles along the Chattahoochee River, with intermittent modal separation, from SR 139/Mableton Parkway at Lee Industrial Boulevard to Nickajack Creek in Mableton, Georgia. The scope includes design and construction, a bridge over an unnamed creek, boardwalks over wetlands and other environmentally sensitive areas, environmental and permitting activities, utility coordination, schedule management, erosion and sedimentation control planning, construction engineering, and completion within the timeline established in the future RFP. The anticipated procurement uses a qualifications-based shortlist followed by an RFP, with technical and price proposals evaluated under a best-value scoring system. The SOQ materials identify requirements for qualified design-build teams, key personnel, Georgia Department of Transportation prequalified area classes, relevant alternative-delivery or design-bid-build experience, financial-capacity letters, safety records, and a proposal bond.
