Description
The State of Michigan, through the Department of Environment, Great Lakes, and Energy's Oil, Gas, and Minerals Division, is prequalifying contractors to compete for future project assignments involving plugging, drilling, re-drilling, and site restoration of oil and gas wells. Assignments may include emergency response, abandoned or orphan well work, well-site remediation and cleanup, drilling-pit retirement, equipment and flowline removal, waste handling, access-road restoration, water-well plugging, and related services. Contractors must provide the labor, materials, equipment, staffing, and technical expertise necessary to perform hazardous field work in compliance with applicable laws, regulations, and American Petroleum Institute practices. Prequalified contractors will receive future project-specific requests for quotations through the State's procurement system. No pricing is required for this prequalification solicitation. The State will evaluate key personnel, business-owned equipment, technical experience and ability, and responses to the Vendor Questions Worksheet; proposals must receive at least 80 of 100 technical points for consideration. The prequalification period is five years with two one-year options, and contractors must annually verify staff and equipment. The solicitation also requires detailed information regarding personnel, resumes, organizational structure, subcontractors, equipment, relevant experience, and compliance with contract terms.
