Description
The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids for a construction, reclamation, and plugging project involving 12 orphaned and abandoned oil or natural gas wells in Lewis County. The scope includes obtaining required permits and authorizations, mobilizing equipment and labor, preparing wellsites and access roads, permanently plugging each well, installing monuments, disposing of waste, and reclaiming wellsites, access roads, and disturbed areas through grading, erosion controls, seeding, and revegetation. The contractor must comply with applicable state and federal requirements, including Davis-Bacon prevailing wages, environmental and endangered-species protections, Buy America requirements, safety requirements, reporting, and post-plugging methane-emissions verification. A mandatory on-site pre-bid meeting is required, and bids must include a 5% bid bond submitted electronically through the state vendor portal. Performance and labor/material payment bonds, insurance, and a contractor's license are required from the apparent successful vendor before award or contract execution as specified.
