Description
The U.S. Department of Veterans Affairs is requesting 10 handheld tonometers for replacement of end-of-life devices used by Eye Department clinics. Each tonometer must be portable, battery operated, ergonomically designed, operable in any position, and provide visual and audible status indicators, LCD displays on both sides, one-button operation, a 5–55 mmHg measurement range, micro strain-gauge transducer, statistical confidence indication, self-test mode, sleep mode, tool-free battery replacement, and no calibration requirement. Each unit must include a battery, at least one box of tip covers, and a carrying case. The acquisition is a 100% Service-Disabled Veteran-Owned Small Business set-aside for domestic end products. New OEM goods are required; remanufactured and gray-market items are unacceptable, and the offeror must be the OEM or an authorized dealer, distributor, or reseller with documentation preserving OEM warranty and service. The award is expected to be firm-fixed-price on an all-or-nothing basis, with price as the evaluation factor, subject to meeting the technical requirements. Quotes must include the completed pricing schedule and the required compliance certification.
