Description
The contractor must construct underground utilities in the Load Line 6 area, including approximately 9,900 linear feet of open-cut trenching; electrical, communications, and fuel-transfer conduit systems; concrete-encased roadway crossings; electrical and communications pull boxes; grounding rods and testing; backfill, compaction, and stone-road restoration; utility locating and coordination; material submittals; quality control; safety; testing; and final as-built and closeout documentation. The work includes approximately 5,000 linear feet of electrical routes, 4,900 linear feet of communications routes, 60 linear feet of dual-wall fuel line, and associated termination points and pull boxes. Boring and tunneling are not permitted, and the contractor must furnish all labor, materials, equipment, tools, supervision, transportation, and incidental resources. The acquisition is a firm-fixed-price purchase order with a 60-day performance period beginning after issuance of the notice to proceed. Quotations must include a firm-fixed-price quotation, technical quotation, proposed project schedule, relevant past-performance information, licenses and qualifications, representations and certifications, and acknowledgment of amendments. The government intends to evaluate technical acceptability, relevant past performance, and price, and may award without discussions.
