Description
Albany County is seeking a proposer to lease land at 165 Game Farm Road in the Town of Berne for the development of a cellphone and communications tower intended to improve cellphone and internet access in underserved areas. The successful proposer will be responsible for financing, designing, permitting, constructing, owning, operating, maintaining, and ultimately removing the telecommunications facility at its own cost for the full project life cycle. The proposal must address the site layout, tower and equipment design, engineering studies, zoning and regulatory approvals, utilities, environmental considerations, access, security, maintenance, inventory records, co-location opportunities, and site restoration. Proposers must submit a 10-year lease proposal with potential five-year renewal periods, annual base rent and escalation assumptions, a financial model, projected county revenue, and co-location fee schedules. The submission must include qualification and experience information, at least two similar-project references, a plan implementation section, a cost proposal, and the required county forms and certifications. The successful proposer must maintain specified insurance coverage and provide financial assurance for facility removal, such as a bond, escrow, or letter of credit.
