Description
The City of Minneapolis Human Resources Department is soliciting proposals from qualified consulting firms to provide culturally relevant, trauma-informed mental health and healing support for City employees, particularly employees from historically marginalized communities. Consultants may propose one or more service components, including individual therapy; recurring monthly mental health education sessions; 60-minute small-group processing sessions; and specialized mental health training and education for departments. Services must support accessible, culturally responsive, holistic, preventative, and stigma-reducing care delivered virtually, in person, or through both formats. The scope includes administrative support for scheduling, intake, referrals, documentation, communication, confidentiality, data privacy, staffing, scalability during increased demand or critical incidents, and outcome tracking. Proposals must address the consultant’s approach, experience and capacity, references, personnel and qualifications, pricing, financial information, and insurance capability. The City may award multiple contracts for a three-year term, with an estimated service period from December 1, 2026, through November 30, 2029.
