Description
The City of Minneapolis Neighborhood Safety Department is conducting a pass/fail Request for Qualifications as the first stage of a two-stage procurement for Project SAFE. The City seeks organizations qualified to provide intensive outreach, case management, resource navigation, crisis response, safety planning, and related social services to youth and adults at highest risk of involvement in gun violence. Services include persistent relationship-based and field-based outreach, multiple weekly participant touchpoints, crisis and after-hours response, individualized support planning, warm handoffs to community resources, differentiated youth and family support, and coordination with schools, social services, law enforcement, and other partners while maintaining participant confidentiality and a non-law-enforcement role. Responders must document minimum qualifications, including at least three years of violence-intervention or prevention services for justice-impacted or high-risk individuals, at least three years serving youth or young adults involved in or at risk of group or gang-related violence, GVI or focused-deterrence experience, successful administration of a government professional-services contract, Minnesota good standing, debarment-list clearance, required certifications and acknowledgements, and GAAP-compliant accounting capability. This RFQ does not require a detailed technical or cost proposal; organizations that pass may advance to a subsequent RFP, but qualification does not guarantee an award. The City anticipates one contract, with budget and contract length to be negotiated later.
