Description
Johnson County Community College is seeking a benefits administration platform and related services to modernize its benefits ecosystem and integrate benefits enrollment with Ellucian Banner HR and payroll. The selected solution must support a cloud-to-cloud architecture, automate the normal payroll-deduction lifecycle, provide eligibility and enrollment administration for the College’s employee groups, and exchange data with carriers and other benefits partners. The solution is expected to replace WorkTerra at or around September 30, 2027, supporting 2028 open enrollment, with a parallel implementation and testing period. The scope includes migration of approximately three to five years of historical elections, dependents, QLE documentation, payroll deduction history, and ACA history; Banner integration using supported Ellucian APIs; carrier file connectivity; eligibility calculations; reporting; implementation; and reconciliation. ACA services, including preparation and IRS transmission of Forms 1094/1095-C and provision of Form 1095-C files for employee distribution, are required. COBRA administration, HSA/FSA administration, leave administration, billing reconciliation, employee decision support, and ACA hours tracking are not required, although vendors may price permitted options. Proposals should identify any subcontractor used for ACA services and provide itemized implementation, integration, and ongoing pricing.
