Description
Johnson County Wastewater is seeking a qualified consulting firm or consultant team to provide predesign, detailed design, and construction-phase engineering services for major improvements to the solids-processing train. The scope includes primary-sludge fermentation and thickening improvements; rehabilitation and conversion of anaerobic digesters; a new digested-sludge storage tank and support building; modifications to the existing solids-processing building; a new dewatering building with centrifuges, conveyors, polymer systems, and odor control; centrate equalization; FOG-receiving equipment replacement; biogas-utilization improvements; ferric chloride system replacement; related electrical, piping, site, permitting, maintenance-of-plant-operations, and construction sequencing support. The facility must remain operational during construction, and the work will require phased shutdowns and coordination of existing process systems. The conceptual facility plan identifies an estimated $120 million construction cost for the full improvement program, excluding engineering and certain program-administration fees. Delivery alternatives include design-bid-build and construction-manager-at-risk approaches, with estimated 2025 costs ranging from $51.3 million to $100 million for the anticipated project alternatives. The selected engineering firm must demonstrate relevant experience, including at least five reference projects completed within the past 10 years with construction values of at least $25 million, and must provide the requested proposal forms and technical approach materials. The engineering firm may not pursue the construction portion of the project.
