Description
The Indianapolis Public Transportation Corporation seeks fixed-price bids from experienced fuel manufacturers and distributors to supply approximately 1,710,000 gallons of Ultra-Low Sulfur Diesel (ULSD) #2 during 2027. Bidders may submit separate bids for a three-month, six-month, or twelve-month package. Fuel must meet specified cetane, sulfur, biodiesel, flashpoint, lubricity, density, ASTM, federal, and Clean Air Act requirements, and must be delivered in 7,500-gallon tanker loads to IPTC’s fuel containment area. The contractor must provide scheduled deliveries, load documentation, fuel testing and quality compliance, spill containment and remediation, and wet-hosing services, including emergency same-day service with short notice. The submission must include fuel specification sheets, a fleet schedule, emergency-services contacts, spill-response procedures, insurance documentation, audited three-year financial statements demonstrating at least 45 days of operating reserves, required certifications and forms, and a separate bid offer cost form for each package pursued. Submissions are made through the EUNA/Bonfire portal in two parts, with Part 1 due November 10, 2026, and the applicable cost form due November 17, 2026.
