Description
The Indiana Department of Administration, acting on behalf of the Indiana State Library Consortium, is soliciting E-Rate services for Indiana public library consortium members. The scope includes symmetrical Internet access and data transmission services scalable from approximately 10 Mbps to 10 Gbps, WAN connectivity scalable to approximately 2 Gbps, and standalone data transmission services. The solicitation requires guaranteed throughput to each library location, laddered pricing, no monthly data caps, and no bandwidth or speed reductions based on metered usage. Installation and initial configuration are included in the service requests. The State intends to award a four-year contract with no renewals, beginning July 1, 2027, subject to successful E-Rate funding. Required proposal components include an executive summary, cost proposal, business proposal, technical proposal, attestation form, infrastructure overview, and artificial-intelligence technical proposal questions. Separate cost narratives and cost assumptions documents are also required, and the technical and cost templates must be submitted in their original formats where specified.
