Description
Millcreek City is seeking a qualified consulting firm to perform a comprehensive classification and compensation study for approximately 90 unique job descriptions covering the City's benefited full-time and part-time positions. The work includes reviewing organizational documents, job descriptions, FLSA classifications, job families, career ladders, succession-planning opportunities, and internal classification consistency. The consultant must identify comparable public- and private-sector employers; conduct a compensation and benefits survey; analyze salary ranges, total compensation, retirement, insurance, leave, incentives, and other benefits; evaluate internal equity and salary compression; and develop recommended classifications, pay grades, salary ranges, market positioning, employee progression rules, and implementation policies. Deliverables include a final report, recommended classification and salary structures, an administrative procedures manual, raw survey data, presentations to executive management and the City Council, and training for Human Resources staff. The proposal is limited to 20 pages, with a separate detailed not-to-exceed fee proposal submitted in the same email.
