Description
The County seeks a contractor to deliver an ongoing series of in-person independent living skills classes for eligible youth ages 16–21. Topics include health, education, employment readiness, transportation, housing, budgeting, self-care, computer skills, and accessing community resources. The contractor must use a trauma-informed, strength-based approach; provide transportation when needed; coordinate outreach and follow-up; and arrange instructors, interpreters, extracurricular activities, mentoring, and field trips. The contractor must also provide completion incentives and certificates, track attendance, report outcomes, administer satisfaction surveys, and develop an agency-approved curriculum incorporating the Transitions Tool Kit and required ILP domains, including CSEC-related topics. The estimated funding is $56,475 for the initial one-year period, July 1, 2027, through June 30, 2028. The contract may be renewed for up to three additional 12-month option years, subject to funding, approval, and satisfactory performance. Proposals must include program design, a line-item budget, and organizational background, and are limited to five pages using 12-point font on 8.5-by-11-inch paper with consecutively numbered pages.
