Description
Cumberland County is soliciting proposals for scheduled and on-call utility operations support. The scope includes residential, commercial, and industrial water meter reading; water distribution and wastewater collection project inspection; hands-on water and sewer line repair training for County staff; fire hydrant installation, inspection, testing, maintenance, and repair; and limited advisory utility plan review. Emergency and on-call support may also be included, with proposers required to identify availability, mobilization times, minimum charges, and escalation contacts. The selected firm must provide qualified supervision and personnel, vehicles, tools, equipment, communications, documentation, and incidental materials. Mandatory qualifications include active North Carolina A-Distribution and Grade IV Collections certifications among proposed key staff, at least 10 years of comparable public-utility experience, adequate staffing capacity, applicable licenses and safety training, and insurance meeting final County requirements. Proposals must include technical and management information, personnel credentials, comparable references, an implementation and transition plan, exceptions, required County forms and certifications, and a separate cost proposal with fully burdened rates and related charges.
