gpn05 MDJ-5584 MDJ-5584 GPN-5 REQUEST FOR PROPOSALS MASTER TASK ORDER CONTRACTING 2027-2029: WATER AND WASTEWATER FACILITIES SERVICES PROGRAM NO. C0182 Consultants are invited to submit non-cost technical proposals to provide on-demand planning and engineering services as requested by the County to assess, improve, repair, extend, replace, or modify the County's water reclamation facilities, water pump stations, wastewater lift stations, and other facilities. No minimum or maximum amount of work is guaranteed under this solicitation, and work will be procured on an as-needed basis. The total maximum value of this contract is $500,000.00 per firm, per year, for a three-year period ($1,500,000.00 maximum for life of contract). Firms must have an established office in the Metro-Atlanta area to be eligible for consideration to be on a prequalified list. Proposals shall be received before 12:00 pm on Thursday, October 22, 2026, via the County's eProcurement Portal at https://procurement.opengov.com/portal/cobbcoga. Late Proposals will not be accepted. The solicitation, scope of work, proposal requirements, instructions for submitting a proposal response, and addenda are available on the OpenGov website. Description
Cobb County, on behalf of the Cobb County Water System, is seeking qualified firms for on-demand planning and engineering services for water reclamation facilities, water pump stations, wastewater lift stations, and related facilities. The scope may include facility inspections and evaluations, treatment-process and hydraulic studies, pump sizing, surveying, design development, preliminary and detailed design, permitting, cost estimating, bidding assistance, construction engineering, inspections, materials testing coordination, and record drawings. Multiple firms may be placed on a prequalified list, with specific work issued through task orders. The contract has no guaranteed minimum or maximum amount of work and provides for a maximum of $500,000 per firm per year over three years, or $1,500,000 per firm over the contract life. Firms must have an established office in the defined Metro-Atlanta area, and qualifications must be limited to professional staff located in those offices. Proposals must address firm experience, recent projects, key personnel, approach, financial stability, litigation history, and local vendor presence where applicable.
