Description
The United States Army Special Operations Command requires a contractor to completely refurbish one existing large dual-chamber medical waste incinerator and retrofit one existing small incinerator at the Joint Special Operations Medical Training Center. The work includes project management, site assessment, labor, materials, equipment, installation, integration, testing, commissioning, freight, crane services, and supervision, with no structural or utility modifications to the existing facility. The systems must achieve minimum burn rates of 350 pounds per hour for the large unit and 200 pounds per hour for the small unit, with an eight-hour duty cycle. The contractor must provide PLC controllers, hydraulic loading and cleanout doors, refractory-lined stacks, burners, controls, steelwork, two dumpers, and two ram loader systems; maintain one incinerator operational during the work; provide on-site training for up to five government personnel; and furnish user manuals, installation manuals, and written warranties. The scope also includes technical documentation supporting environmental permits and on-site warranty inspections at three, six, and twelve months after commissioning, with diagnostic reports due after each inspection. The quotation must include a five-page technical capability narrative, a firm-fixed-price schedule, a completed and signed SF 1449, active SAM registration information, amendment acknowledgments if applicable, and verification of a current CMMC Level 1/NIST SP 800-171 Basic Assessment in SPRS.
