Description
The Town of Hope Mills is seeking a professional consultant to develop a Safe Streets and Roads for All Action Plan covering all roadways within the town's jurisdiction. The work includes analyzing existing conditions, historical crash trends, crash locations and severity, contributing factors, relevant road-user crash types, systemic safety needs, and a High-Injury Network or equivalent. The consultant must develop data-driven safety strategies, projects, policies, implementation actions, prioritization criteria, progress measures, and a plan supporting future implementation-grant eligibility under the 2026 SS4A guidance. The scope also includes project management, steering committee coordination, robust public and stakeholder engagement, interim reports, public-facing communications, draft and final plan development, grant-related data collection and reporting, maps and GIS data, editable and print-ready deliverables, and presentations for Town staff and governing bodies. Proposals are limited to 20 pages, including a one-page cover letter, and must address the required work plan, schedule, organization, similar-project experience, project team, firm overview, references, and value-added capabilities. The Town's stated project funding is $96,000 in federal funds plus a $24,000 cash match, with a proposal not-to-exceed amount of $120,000.
