Description

The Department of the Navy is seeking commercial vendors for the design, manufacturing, logistics, assembly, onsite construction, integration, commissioning, and sustainment of approximately 655,957 square feet across 10 barracks buildings. The project includes four Bachelor Enlisted Quarters buildings requiring repair by replacement and demolition of existing facilities, plus six additional Bachelor Enlisted Quarters buildings with specified room counts and square footage. Proposed solutions may use volumetric modular, hybrid, or Kit of Parts industrialized-construction methods and must meet or exceed applicable Department of Defense facility, whole-building design, durability, life-safety, force-protection, energy-efficiency, and resilience standards. This Phase 1 Area of Interest requires a white paper describing the vendor’s relevant experience, technical approach, and capability to manage large-scale, concurrent industrialized-construction projects in the Southwestern United States. White papers are limited to 10 written pages, use 12-point font, and must include a title page and a one-page executive summary. Vendors must provide at least three verified completed industrialized-construction commercial building projects completed within the preceding 10 years, each valued at least $150 million. The proposed approach must demonstrate at least 20% cost reduction and 30% schedule reduction compared with traditional commercial construction, supported by comparable-project cost and schedule data. Short-listed vendors may later receive a Request for Project Proposal and negotiate an Other Transaction agreement, potentially including follow-on production without further competition.
