Description
The U.S. Army Corps of Engineers, Portland District, is planning a single firm-fixed-price contract for comprehensive HVAC upgrades at the John Day Dam Powerhouse. The work includes replacing primary chillers and installing secondary chillers on two chilled-water loops; removing the existing system; installing four chiller skid packages totaling approximately 600 tons of refrigeration capacity; adding electrical feeds, pumps, piping, air handlers, roof-mounted air-cooled condensers, and localized mini-split units; and selectively reusing existing components. Half of the new systems will be water-cooled and half air-cooled, with extensive structural penetrations and building modifications. The contractor must integrate the HVAC and fire-protection systems into a digital control system capable of selectively shutting down HVAC sectors during fire or smoke events. The scope also includes intake and exhaust ducting, smoke-ventilation provisions, free cooling using passive outside air, fire-protection measures at penetrations, and recommissioning of the existing fire-suppression system. Work will occur in an active powerhouse containing high-voltage electrical equipment and areas subject to nuisance water intrusion; certain pumps must remain operational during construction. Asbestos abatement and lead mitigation may be required, and installed systems may not use refrigerants subject to future phase-out schedules. CMMC Level 2 (Self), or higher, is a condition of award for applicable contractor information systems and must be current in SPRS before award. The anticipated physical-construction duration is 1,004 calendar days after the Notice to Proceed, and the estimated construction magnitude is $25 million to $100 million.
