Description
The Community Builders, Inc. is seeking an experienced consulting firm to develop a project-specific master plan for redeveloping the former High Meadows facility in Hamden, Connecticut, into a multi-phased residential community. The plan is expected to address one to three phases of affordable rental housing, approximately 25 single-family homes for Habitat for Humanity, conservation land, open space, infrastructure, demolition, regulatory constraints, and opportunities for future development. The initial affordable-housing phase is envisioned to include approximately 51 units in townhouse-style buildings. The scope includes project management; inventory and base mapping in AutoCAD; regulatory review; site analysis; stakeholder engagement; coordination with a civil engineer; at least three interactive planning and design workshops; refinement of conceptual plans and visuals; and a comprehensive final report and action plan. The consultant must submit qualifications, five qualifying project references, an organization and staffing plan, work-in-progress information, insurance certificates, a non-collusion certificate, contract exceptions, a proposed subconsultant list, a fee and expense breakdown, and a detailed schedule. The consultant budget is hourly with a not-to-exceed value of $47,500, and the anticipated master-planning phase is 60 days.
