Description

The City of Omaha, in partnership with Downtown Soccer Stadium Inc., is seeking a construction manager-at-risk to provide pre-construction services, general conditions, construction management, and complete construction of an approximately 5,600-seat USL soccer stadium and related enabling infrastructure. The scope includes site work, utility relocation and extensions, hazardous-soil handling, dewatering, stadium construction, temporary facilities, logistics, safety and security, subcontractor procurement, BIM coordination, embodied-carbon reporting, and delivery of a complete operational facility with suites, club lounge, offices, training rooms, team store, restrooms, concessions, and an LED video board. Roadway construction associated with Stadium Drive, Seward Street, and the Loop Road—including road preparation, paving, striping, curbs, and gutters—is excluded and will be procured under a separate contract; the CMAR must coordinate its work with that separate roadway work. The owner has established a $100,000,000 construction budget and requires substantial completion by March 31, 2028. The proposal must include pricing for the CMAR fee, pre-construction services, general conditions, insurance, payment and performance bonds, and related alternates. It must also address staffing and management, site logistics and construction, safety, scheduling, bonding and financial capacity, potential subcontractors, budget, project-management software, economic sustainability and emerging-business compliance, embodied-carbon strategies, and other specified qualifications. Required response items include a bid bond or acceptable substitute, a completed Responsible Contractor Compliance Form (RC-1), a cost proposal uploaded in the Response Attachments tab, three professional references, a proprietary proposal portion if applicable, and the non-proprietary proposal. Bid questions must be submitted through the bid event's Questions tab; answers are due no later than September 15, 2026, at 2:00 p.m. Central. The original bid security must be received by the City Clerk within seven calendar days after closing, and letters of credit are not acceptable substitutes.
