Description
The City of Omaha is seeking one qualified operator for an exclusive shared electric scooter program. The selected vendor will provide and operate a citywide fleet, initially authorized for up to 750 scooters with potential expansion to 1,000, including deployment, rebalancing, charging, maintenance, customer service, geofencing, parking compliance, safety operations, rider education, and public outreach. Scooters must meet specified safety, lighting, identification, speed, accessibility, and remote-control requirements, and the operator must coordinate the deployment plan with the City and other mobility stakeholders. The proposal must address the vendor’s company and deployment experience, vehicle specifications, safety and complaint history, Omaha deployment concept, operations and maintenance plans, data governance and data-sharing capabilities, equity and economic opportunity initiatives, innovation, fees, and insurance. The program has a two-year base license term with three one-year extension options, and operations may begin after geofence testing on or after January 1, 2027, with launch no later than April 1, 2027. The solicitation requires a $50 bid bond or acceptable substitute, proof of insurance, three professional references, a cost proposal, a non-proprietary proposal, and specified compliance forms and affidavits.
