Description
The City of Omaha is requesting bids from qualified contractors for Package 2 of the Northeast Omaha High-Rate Treatment Basin program. The work includes construction of combined sewer conveyance structures, pipes, site work, and appurtenances; the 11th and Izard Active Control flow diversion structure; twin 60-inch diversion sewers; the 11th and Izard Grit and Screening Facility; driven and pre-drilled rock-socket piles; excavation support; ground improvement beneath Sewer 1040; dewatering; utilities; paving; allowances; and related supporting improvements. Screen installation is excluded and will be performed under a future package by others. The contractor must provide a cost- and resource-loaded CPM schedule, and the project includes milestone coordination with work from another package. The solicitation includes a 3.5% SEB reserve for ESB and SB Tier 1 and 2 categories and requires an Economic Sustainability Plan. Apprentice utilization is optional, with the Apprenticeship Incentive Form required only if the bidder elects to use that incentive. A 5% bid bond or specified acceptable substitute is required for bids of $50,000 or more; letters of credit are not acceptable. A copy must be uploaded with the bid, and the original must be delivered to the City Clerk within seven calendar days after closing. The qualifications statement requires similar wastewater or combined sewer project experience, including heavy civil work, reinforced concrete, excavations at least 20 feet deep, deep foundations, and building and site improvements. The bidder must provide verification of both a City of Omaha Class A or Class B General Contractor's License and a City of Omaha Mechanical Contractor License at bid submission.
