Description
The Department of Veterans Affairs requires an FDA-registered source for human blood products, blood components and derivatives, reference laboratory testing, therapeutic apheresis, donor mobile operations, and related delivery services. The contractor must provide personnel, facilities, supplies, equipment, collection, processing, storage, packaging, transportation, and 24-hour delivery support. Products and services must comply with American Association of Blood Banks standards, Title 21 of the Code of Federal Regulations, FDA requirements, and applicable Clinical Laboratory Improvement Amendments certification requirements. The solicitation includes estimated quantities for red blood cells, platelets, plasma, cryoprecipitate, specialized blood products, immunohematology and HLA testing, antibody identification, crossmatching, molecular testing, plasmapheresis, LDL apheresis, shipping, and STAT processing. The procurement is unrestricted and seeks a single-award firm-fixed-price IDIQ contract with a base year and four one-year ordering periods. Offers must include three similar current or past contract references from the last five years and a completed and signed Buy American Certificate.
