Description
The Norfolk Airport Authority is seeking one or more qualified firms to provide comprehensive online auctioneer services for the continued disposition of surplus property, abandoned property, vehicles, equipment, lost and found items, confiscated property, and other assets. The scope includes auction planning and administration; photography, video, cataloging, lotting, and online listings; operation of a secure online auction platform; marketing and advertising; bidder registration and customer service; payment collection, invoicing, financial reporting, and reconciliation; and coordination of pickup, packaging, shipping, and property removal. The contractor must maintain an online platform supporting secure bidder authentication, fraud prevention, real-time bidding, mobile access, electronic invoicing, payment processing, audit trails, reporting, and five-year data retention. The proposer must have at least five years of online auction experience, public-sector or governmental client experience, required Virginia licenses, and at least three similar-service references from the last five years. Proposals are limited to 25 pages, excluding required exhibit pages, and must include the requested exhibits, a response to the scope of work, a statement of qualifications, conflict disclosures, and key-personnel resumes.
