This unrestricted federal construction solicitation seeks a firm-fixed-price contractor to retrofit existing hydraulic structures at the John P. Murtha Locks and Dam. The work includes installing Government-furnished floating mooring bitts into contractor-fabricated embedded frames on an existing lock wall, using in-the-wet construction methods. The scope includes designing, fabricating, installing, sealing, and removing two structural-steel dewatering boxes; operating and mooring a compliant crane/deck barge and push boat; performing concrete wire-sawing, core drilling, demolition, and cast-in-place concrete work; fabricating heavy structural-steel anchorage frames; and providing certified commercial dive teams for underwater inspection, rigging, and cofferdam sealing. The contractor must protect and restore existing work, and complete performance within 730 calendar days after written Notice to Proceed. The anticipated award is one firm-fixed-price construction contract. Bidders must maintain active SAM registration and register in the PIEE Solicitation Module with the Proposal Manager role.
