Description
Sacramento County is soliciting a general engineering contractor to construct the Module 5, Phase 1 base liner system at Kiefer Landfill. The approximately 24-acre project includes excavation and stockpiling, engineered fill, subgrade preparation, anchor trenches, geosynthetic clay liner, HDPE geomembranes, drainage geocomposite, woven and nonwoven geotextiles, LCRS gravel and piping, liner tie-ins, ballast systems, stormwater channels and culverts, erosion control, hydroseeding, and perimeter road work. The scope also includes leachate collection sump pumps and controls, leachate force mains, landfill gas header and condensate systems, underground and overhead electrical work, utility extensions, fencing, surveys, record drawings, traffic and stormwater controls, and support for electric leak location surveys. The estimated construction cost is $29,000,000. A valid California Class A General Engineering Contractor license is required. The contract completion period is 350 working days, with a $500,000 early-completion incentive for field acceptance by March 15, 2028. A bid bond or equivalent security of at least 10% of the bid is required, and the successful bidder must provide 100% payment and performance bonds.
