Description
The City of Springfield is soliciting proposals for municipal residential solid waste collection and disposal services for approximately 1,200 customers. The selected contractor must provide all labor and equipment for once-weekly collection, including new 96-gallon residential containers, two cardboard dumpsters for public use, three City-use solid waste dumpsters emptied weekly, and event-related containers and dumpsters for the City's fall festival. The contractor will be responsible for disposal costs and must use a fully permitted Subtitle D municipal solid waste landfill. Services also include monthly reporting of collected solid waste and recyclable materials, recommendations for service and code improvements, environmental-protection practices, community cleanup or educational initiatives, customer-service and transition procedures, and continuous staffing and equipment support. Proposals must include technical and cost components, municipal experience, organizational and key-personnel information, at least five comparable references, a completed Proposal Submission Form, and monthly pricing for the requested residential service. Insurance evidence and a $25,000 payment and performance bond are required after award or acceptance as specified in the solicitation.
