Request for Bids Waste Collection Services Carbon County is accepting sealed bids for two separate exclusive contracts for the collection, transportation, and disposal of solid waste, each beginning January 1, 2027. Bidders may bid on one or both contracts, but must submit a separate sealed bid for each and must be able to begin service on that date. Minimum criteria are as follows: Contract 1 – Household Waste Collection • Weekly curbside collection from all residences in the unincorporated areas of the County, using approved containers furnished by the contractor. • The contractor bills residents directly and collects delinquent accounts. • A price for curbside residential pickup (per can), with the unit and billing basis stated, and the proposed annual price adjustment. Contract 2 – Dumpster and County Facility Waste Collection • Collection from all dumpsters along the shore of Scofield Reservoir and from the roll-off dumpsters at the County landfill transfer station. • Collection from the following County facilities: Senior Citizens' Center, Spring Glen Park, Administration Building, Road Shop, Animal Shelter, District Court Building, and Events Center. • A price for each of the following, with the unit and billing basis stated: Scofield Reservoir dumpsters (per dumpster); transfer station roll-off dumpsters (per dumpster); County facility collection; and the proposed annual price adjustment. For both contracts, disposal is at ECDC Environmental, L.C., or another licensed facility the County approves in writing, and the County pays tippage fees directly. The contractor provides all labor, vehicles, tools, equipment, and facilities. Sealed bids are due at the Carbon County Clerks' office at 751 East 100 North Suite #1100 Price, Utah 84501, prior to 3:00 p.m. on October 21, 2026. Please note on the outside of each sealed envelope: 2026 Household Waste Collection Bid or 2026 Dumpster and County Facility Waste Collection Bid Carbon County is not responsible for bids that are late due to delays in delivery by any source. Faxed and emailed bids are not acceptable. Bids will be opened during the regularly scheduled Carbon County Commission meeting at 4:30 p.m. on October 21, 2026 at the aforementioned address in the Commission Chambers. Carbon County reserves the right to reject any or all bids, to waive any informality of any bid, and to select the bid which in the opinion of the County provides the best service and/or price to the County.
