Description
The City of Plainview, Minnesota is requesting the release of federal funds under the Small Cities Development Program to support an owner-occupied housing rehabilitation project. The project will occur within the city limits of Plainview and is limited to a budget of $614,982, with $599,982 provided through the Small Cities Development Program by the Minnesota Department of Employment and Economic Development. Funds will be used for owner-occupied rehabilitation and administrative work with the goal of rehabilitating 21 units. The activities are categorically excluded from NEPA requirements under 24 CFR Part 58.35(a) for residential buildings with 1 to 4 units. An Environmental Review Record has been prepared and is available for public examination. The project will comply with various environmental laws and authorities, with some compliance deferred until properties are identified. Public comments on the ERR will be considered until June 15, 2026.
