Notice to Bidders/ Interested Persons Tompkins County Whole Health The County of Tompkins hereby gives notice that proposals for Assisted Competitive Employment (ACE) will be accepted up until 2 PM Tuesday, October 6, 2026. Responses to this RFP and any other required documents shall be submitted online through the Tompkins County website at: https://www.tompkinscountyny.gov/All-Departments/Finance-Department/Purchasing-Division and selecting ‘Open Solicitations’. This will take you to Bidnet Direct where the RFP information is posted for the public. Tompkins County Whole Health is seeking one or two qualified agencies to provide Assisted Competitive Employment services under Program Code 1380. The selected provider or providers will deliver short-term pre-employment services and ongoing supported employment to adults age 18 and older with serious mental illness who experience employment-related mental health barriers. Services must help participants choose, obtain, and retain integrated competitive employment, address employment barriers, provide mental health and vocational supports, and include benefits and financial-literacy assistance. Applicants must currently serve adults with severe mental illness, demonstrate relevant organizational qualifications and capacity, and commit to Individual Placement and Support training and evidence-based practices. Preference is given to agencies with grassroots experience serving justice-involved and unhoused individuals. The proposal must address organizational qualifications, target-population knowledge, key personnel, service location, methodology and implementation, demonstrated ability, staffing and resources, budget and narrative, and relevant vocational-service experience. Required supporting materials include audited financial statements, certifications, affidavits, insurance documentation, a vendor responsibility questionnaire, a business demographic survey, two reference letters, and the specified county forms. The estimated available funding is $127,926 for a one-year contract with two possible one-year extensions, subject to mutual written consent and funding availability.
