Description
The Federal Bureau of Prisons is soliciting an accredited post-secondary educational institution to provide advanced occupational education and vocational training at FCI Safford. Programs include Carpentry Vocational Technology, General Business Vocational Technology, Retail Management, Personal Fitness Trainer, and Air Conditioning/Refrigeration Vocational Technology. Training must lead to college or industry-recognized certificates and transferable college credits, qualify participants for entry-level employment, include measurable curricula, hands-on occupational competencies, resume development, student records, progress reporting, and employer recruitment support. The requirement is an indefinite-delivery/requirements contract with firm-fixed unit pricing, consisting of a base year and four 12-month option years. Instruction is primarily performed on site in the institution's Education Department, with video teleconferencing available during lockdowns or when contractor staff cannot enter. The contractor must provide qualified substitute instructors, maintain required accreditation, and ensure personnel complete applicable security investigations and institutional orientation. Quotes are evaluated on aggregate price, including options, and past performance.
