Description

The City of Aurora, acting through Aurora Water, is soliciting bids from a limited list of pre-qualified prime contractors for Phase 5 of its Lead Service Lines Inventory program. The work covers approximately 3,500–4,000 addresses and 6,000–9,000 pothole investigations, primarily in Ward 1. Contractors must locate and expose customer and utility-side water service lines, inspect meter-pit risers, determine whether materials are copper, galvanized, lead, or otherwise unidentified, and record findings, photographs, and related data in the City-provided ArcGIS Field Maps and Survey123 systems. The scope includes resident notifications, distribution of pitcher filters and educational materials when lead or galvanized lines are identified, weekly reporting, quality review, and coordination with utility locates and City personnel. The work also includes backfilling and restoring disturbed hardscape and softscape, traffic control, and limited partial or full service-line replacement when directed by the City or required because of damage during investigation. Vacuum excavation is the preferred potholing method, and contractors must perform scratch and magnet tests, date- and time-stamp photographs, and comply with the City’s restoration standards. The estimated project value is $2,850,000–$3,870,000. A 5% bid bond is required; performance and payment bonds are each required at 100% of the contract amount. The solicitation requires electronic submission through the Rocky Mountain E-Purchasing System and is restricted to the seven listed pre-qualified prime contractors.
