Description
El Paso County seeks a qualified contractor to provide collection, transportation, recycling, treatment, recovery, and disposal services for household hazardous waste and waste from very small quantity generators. The contractor will transport waste packaged by County staff to approved facilities, identify and document downstream facilities and waste streams, maintain required permits and regulatory compliance, and provide manifests and final-disposition records. The scope also includes supplying vehicles, containers, labels, packing materials, labor, and safety equipment; providing technical assistance and training; and supporting potential one-day collection events when requested. The contractor must demonstrate at least five years of relevant experience, three similar completed projects within the past five years, and an experienced project or account manager. Proposals are evaluated on personnel, qualifications and experience, approach, and price. A technical proposal and a separate fee proposal using the provided bid form are required. The contract is described as an initial one-year term with four one-year renewal options.
