Description

The California Department of Tax and Fee Administration seeks a contractor to provide secure pickup, removal, transportation, and destruction of seized hazardous and non-hazardous waste. Waste includes liquid nicotine and all-in-one cannabis or nicotine pods containing lithium-ion batteries, as well as cannabis products, tobacco products, cigarettes, edibles, and drinks. The contractor must provide suitable containers, weigh waste and document its chain of custody, prepare required waste profiles and manifests, and provide destruction documentation. Hazardous waste must be handled at an authorized, permitted treatment, storage, and disposal facility; bidders must identify the facility and provide evidence of authorization to use it. Bidders must submit per-pound rates for the listed waste categories. The estimated quantity includes approximately 155,000 pounds of all-in-one pods with liquid nicotine and batteries, but quantities are not guaranteed and services may also be requested as needed. The initial service period runs from December 7, 2026, or upon Department of General Services approval, whichever is later, through June 30, 2027; an optional additional year is listed in the rate sheet. The award is based on the lowest responsible, responsive bid.
