Description
The City seeks a contractor to operate its permanent household hazardous waste collection facility. Work includes staffing scheduled collection events, collecting and managing household hazardous waste, and transporting it to permitted facilities for recycling or proper disposal. The contractor must provide qualified personnel, equipment, supplies, required permits, and regulatory compliance, including hazardous waste handling, training, recordkeeping, manifesting, and reporting. The scope also includes preparing and maintaining a site-specific operations, safety, and contingency plan; providing monthly invoices and seasonal waste summaries; and supplying transporter registration and identification information. Proposals must include a cover letter, contractor qualifications, project team, approach and schedule, cost proposal, staff resumes, references from at least three similar projects, a certificate of insurance, transporter details, compliance history, staff qualifications, and a list of unacceptable wastes. The proposal is limited to 25 pages, including the cover and index. The initial contract term is March 1, 2027, through December 31, 2029, with one optional three-year extension.
