Description
Workforce Solutions Rural Capital Area Board is seeking proposals for comprehensive integrated or modular human resources, payroll, and benefits brokerage services. The scope includes employee record management, onboarding and offboarding workflows, HR compliance and policy support, biweekly payroll processing, direct deposit, payroll tax filing, year-end tax documents, PTO tracking, and integration with time-and-attendance systems. The selected contractor will also support health and retirement benefits plan design, market analysis, carrier negotiation, open enrollment, employee communications, claims assistance, COBRA and ACA compliance, retirement plan brokerage, performance management tools, and a learning management system with course hosting, role-based learning, progress tracking, reporting, and integrations. Proposers may provide the full scope directly or use multiple organizations working together, but subcontracting or assignment requires prior written Board approval. The contract is expected to be fixed-price for one year beginning on or about January 1, 2027, with up to four additional one-year renewals.
